Glue not holding up

So i wore my foam DOJ armor last night at a house party and the glue didn't seem to hold well. I read that the inside of the foam needs to be sanded smooth or else the glue would not hold. Is this true and more than likely my problem?

I'd recommend not using hot glue.

I used 3M Adheasive Spray and the foam never came off. Four years later it's still attached.

When you do glue the foam down, make sure to wrap gladwrap over the top to really hold it in place.
 
For gluing velcro to the foam, I always used super glue gel. I've tried hot glue, that just peels right back off. I've tried contact cement, it works but sometimes it will peel. Super glue gel gives me the best results.
