Well whilst James Marsters was good in Torchwood I think it's too similar to his proposed "ripper" spinoff for his liking, besides whedon would want to do a musical show and John Barrowman wouldn't say no...

The BBC actually has the cash to fund a lot more than they like people to think, they funded a lot of Band of Brothers and still sell lots of DVD's of past shows that cost buttons to make like Dads Army, Red Dwarf and a load of Jane Austin junk. I think monty python must've made a bit more than it's money back!!! lol They just waste horrible amounts of cash on useless radio and local programming that no-one watches.
They get a hefty sum in the form of tv license fees from every single viewer in the UK. Whether or not you watch the BBC. Plus all sorts of grants from the government.
They really have needed to trim the fat for decades now but they are so staffed with cronies and people who can't make rational business decisions that they always set the sights on the wrong things to cut. Think FOX but with a slightly less burning hatred for sci-fi.
 
I was in Cardiff three years ago and saw some of the Torchwood locations. I tried watching a few episodes after that (hadn't seen it prior) and it didn't do anything for me. The only interesting thing I saw was when they ate dinner at a Chinese restaurant, that we happened to have eaten at as well. But otherwise...it didn't hold my attention.
