Her and her whiny husband - I assigned them to a couple Medic booths (the doctor is in) and they're never at them. I would have assigned them as provisioners given the chance.
I'm kind of ticked at the writing in this because all of the sudden I get the message that if I continue I will be the enemy of the Institute. I don't even know what they've done to warrant being wiped out besides a few kidnappings and replacing some people!
There's uh... that small business involvingthe Super Mutant presence in the common wealth. That was all due to the Institute's experimentations with the FEV which all occurred during Father's reign. Unlike the Capital Waste and West Coast counterparts, these Super Mutants clearly state that they were turned this way by humans and not by the Master or by a Vault. The only reason why the Institute stopped experimenting with the FEV was because their lead FEV scientist, Virgil, escaped.
Which brings me to this conclusion. The Institute is a non-military version of the Enclave. Both keep their presence secret from the open world, both establish ways of influencing major populations and both experimented with the FEV. Still not convinced by the comparison? When you side with the Institute and finish the main storyline, you get an institute specific Power Armor paint job that can only be applied to the X-01 Power Armor set.
You know i was thinking about all those suits of X01 armor, where'd they come from? There's no mention of the enclave so were these prewar prototypes that the enclave later used? I think part of the reason I didn't find those suits in the places listed is because i went looking at too low a level and got other suits instead.
That's was what kind of made my decision after I found that lab. That and the fact that Father didn't seem to care one bit for the people living in the Commonwealth. Even though the BoS seem a little too fascist in this game they are at least trying to do something helpful.
I seem to remember reading something that said they were used by the U.S. govt. remnants only after the war.
I'm also guessing the Enclave wasn't totally wiped out in F3.
The Enclave created APA (X-01) after the war.And your guess would be totally right.
There's still the strong implication of an Enclave presence in Chicago that has yet to be ventured.
In regards to the suits being scattered about, I think they were there before the Enclave. As established in Fallout 2 and New Vegas, the X-01 style Power Armor was very exclusive to the Enclave on the West Coast while the Enclave on the East Coast used their own unique style of Power Armor. There was not one Enclave soldier on the East Coast who wore an X-01 style armor set.

The APA and the X-01 are not the same armor.
