It happens more often then you think. I know somone who chopped up a screen used NOES 6 sweater and sold them off as swatches for $15 a piece. To each their own
 
I would doubt seriously if it was screen used. I know from my experience with Sports card companies that put in swatches of jerseys etc , that even then some of the jerseys are worn once for a few minutes or even just at practice to justify them saying it's " game worn" .
I would imagine there is a lot of fur hanging around somewhere and with a few strands like that who would know really if it was legit.

This is the extra fur, not screen-used, which Propstore got from the SFX makeup artist from the films. They have several displays of the stuff available on Propstore.com ranging from individual squares for reasonable prices to displays which have multiple swatches of different colors at a median cost to whole Ewok heads for a pretty penny. Not screen-used, but made from the same rolls of faux fur used in making the screen-used items.
