Don't know how to sew, want to make a costume

I don't know how to sew and I would like to make my daughter a costume for Halloween. I want to make her the costume of Kiki's delivery service. I can make the broom but I don't know about the rest. There are a couple of large fabric stores in my town. I was thinking of asking one of the employees there to make it or ask if they know of any customers that would. Does that seem like a good idea?

I also have a sewing machine and would be willing to try it if it seems like a simple first project. Again I don't know anything about sewing so I don't even know the terms I should be googling.
 
Kiki's dress is so unbelievably simple, and a GREAT first start at sewing. It's a simple sheath-style dress.

I recommend starting with a commercial pattern for this. They're easy to follow, and Hancock and JoAnn's always have 99cent and $1 pattern sales. This one looks the best for KiKi, without adding the button/trim details (the yellow one at the bottom):

I signed up for sewing classes at my local Hobby Lobby and have learned a ton. It cost me 10 bucks a class and I can work on whatever I want. The teacher just assists and guides.
 
Well I didn't sew anything but still got close enough to where the girls are happy.

I bought a big xmas bow and modded it a little to a painted head band. The dress is just a big kids shirt. The broom was cut down, then I took apart the stiching and let it soak in water.

Never done anything like this before and it was fun to have something no one else had. However no one knew who she was lol.
