Credentials help - Crossing Over (2009)

Hi everyone,
I am working on some government credentials that I saw recently in some movie. I didn't see the entire movie, so I am working from some blurry screencaps. (I know that we all know how frustrating that can be.:cry ) I was wondering if anybody had a sample security "verbiage" that I could use Something like "this is to certify that ...". Ideally, I would like it to be as realistic as possible. The agents worked for DHS if that makes a difference. I'm sure the wordings on the credentials vary from agency to agency. Thanks so much. I will definitely share with everyone once I finish. :)

Perhaps if you list the name of the movie someone can help you.

If DHS is (dept of home_land security) you may not want it to be realistic, you may end up on their shopping list if you know what I mean.

I am trying to come up with the name of the movie. I literally was just flipping through the channels this past weekend and saw someone flip a badge in the backgrounds of the credits. I will try to find the name. Thanks for the reply. And yes, your acronym translation was correct.

I JUST FOUND THE MOVIE TITLE!!!!! It is called "Crossing Over" with Harrison Ford who plays Max Brogan, and ICE Agent with the DHS. Here is a picture of the ID. I'm still not able to fully make out what it says behind the blue letters though. Any help is greatly appreciated. Thanks.
