Creating a custom voice changer system?

This is a curious question I have. I'd like to produce something similar to how the Vortex voice changer works, i.e., making you sound like Vader when you speak..However, I'm looking to have another character voice re-created in a similar fashion...wondering what kind of software and proper equipment is needed to achieve this..thanks!
