I wish I knew how to make one, or know who to go to make one. Id do it myself. Can anyone give me a hint on a good free software to start off with?

STL file of what? The whole orb? The rod? The rod cap? I've modeled the orb fairly loosely based on rough estimates.

Fusion 360 is robust, easy to use, and free for hobbyists. Great place to start.

Well, you can 3d print the two sphere half's, the individual non moving, screw on rod caps, (optional just glue on caps), & as for the rod itself, you can use a blue glow in the dark filament with ultraviolet LED's inside the rod to make it glow.
