Batman: The animated series has been a favorite show of my brother and i since it came out. For some reason, this episode in particular.

So I'm putting this costume together for my bro cause everybody wants to be Bruce Wayne's hero right?!

Built the goggles out of foam but i'm struggling with the lenses.

I've painted a clear lens the exact colour i want but there is zero visability.
I also found some blue tinted ones but once they're in the goggles, against the eyes, they're much darker and just no as blue.

Thoughts hive mind?

How about a theatrical lighting gel? You can get a sample swatch book for a few bucks (Rosco is one brand) and then just order a sheet of whatever color you decide on.

You can use a Rit dye to color the plastic lenses. Just put your dye in and get it to boiling then put your lenses in. Leave in the solution till they reach the color you desire. Rit dye will take a couple passes to get it to stick well. It helps to add a little salt. They make a dye that is made for plastic though called iPoly dye. This stuff works great on any plastics.
 
You could do a very light misting of a metallic light blue spray paint (lacquer based) on the outside of the clear lenses. That way light from the outside will reflect the blue paint but you will still be able to see through well enough.

Another alternative would be similar - get light blue pearl pigment (http://www.jacquardproducts.com/pearl-ex-pigments.html), mix with an acrylic clear coat/varnish or Future floor wax, and airbrush a few light coats onto the outside of the lenses. Pearl Ex is translucent without a base coat and most of what would be visible from the front would be the pigment color, rather than your eyes.
 
In cartoons "light blue" glass usually is just a visual symbol for normal clear glass. You might want to not worry about tinting at all and just keep visibility at maximum.

Can't wait to see this character come to life! Big fan.
 
Nothing to add, interesting project! I just wanted to add that a few years ago we had a Carrom board hanging on our wall, too ;) Keep on chippin away at that costume! You may also want to look into some kind of kiddie costume that comes with goggles or a visor.
