...besides SpruKits? I don't really like the overall form of those kits. So besides that and MegaBloks, anyone have any ideas? Not really looking for vehicles, but figures. Specifically Master Chief.

Why a model kit if I may ask? If it's for painting I would suggest finding an action figure you like, pose it the way you want it, putty the joints and repaint. Jakks Pacific have a giant 31" version. If you are looking for a good representation with some room for modding you could look at the ArtFx version from Kotobukiya.
If your reason is different yet, I doubt you'd find a better representation in garage kit form as they are likely more expensive and harder to find (I haven't looked) as such a thing is usually unlicensed.
There are also papercraft models knocking about on the interwebs - some really nice ones (just did a google search).
