Batman Beyond ideas?

I really want to do a batman beyond cosplay, and I really fell in love with this concept art. Any ideas how I'd go about making this suit?, or getting someone to create it?

I thought about a dye sub suit and puff painting the details and outlines. Any thoughts?

Fastest way would be a dye sub. It would be cool if you made the chest piece 3d and got it to light up.
