I use the small tulip slick black bottler for the webbing. I use the bottle without an aplicator. I think if u get extra bottle with metal tip it would be easier ( i dont know it actually). With the bottle it works good. But it meed practice cause u have to avoid airbubbles.
U have to wash the fabric before u apply the color (cold wash with a tiny mini bit of washing stuff for colored fabrics). Then the paint can stick on it good. I can stretch ot as much as possiböe and the paint stretch with it.
If u wanna use latex u should get an application bottöe with a tip. So u do it like with the tulip bottles.
I didnt like the latex cause it looks dull and matte a bit.

Its a matter of taste. I just love that bright shoney black of the tulip slick black. Its so nice comic like
For the blue bricks i use the tulip slick navy blue.
