Hey, I was cosplaying as a anime girl and she has a kinda short skirt. How would you cut the ends so the skirt doesn't show anything?

Isn't the skirt flash part of the design?
I would suggest wearing a white two part bathing suit bottom- people will thing they are getting a free shot but it's nothing more than what they can see a a local pool. I had a friend who did this with a black suit top and a shirt half unbuttoned when she went out for a night- casual observers thought they were seeing more than there was...

Look up what cheerleaders wear under their skirts and do the same.

I think wearing shorts under the skirt might ruin the effect, but I will take all advice!

You could wear Nike Pro Combat compression shorts but try them on first with your skirt.
