Advice Needed on how to cast a code cylinder - Imp Officer

I'd like to do a two-part mold, but I'm scratching my head over the clip. Technically, the clip should fit over the fabric of the officer's pocket. Any suggestions as to how I can create a space or a lip?
 
if your looking at a functional clip in a casting, your boned. What I had to do years ago for the Jedi food pellets was hand cut and shape every clip then attach it to the cast pen cap with CA glue. If I would have had more time on that job I would have kept a void in the pen cap and planted the clip into the cap itself then simply pour a small amount of plastic into the void. This would have made the clip part of the pen cap casting as opposed to just glued to the surface.

Im seeing this similar with your clip. You would have to remove the actual clip part that goes over the pocket (rounded edge onwards), clay in around the rest of the clip base, mold it, then hand bend every clip and mount it into a void on the casting.

It sounds more complicated than it is but its simple. You can also one piece mold that *****. Use some carpet tape to attach it to a flat surface, hot glue a small cup around it for the mold box, pour the silicone, once its set you can use compressed air to get the part out or slice one side of the silicone down to get into it. I suggest a cup so you will always have a proper form to hold the mold together if you split one side of the silicone.
