These look pretty neat, but I'm unfamiliar with them. Are they from a cartoon or something or just a toy line?

Even looking into this, it's till hard for me to give it a name Looks like almost a fictional storyline/blog of an alternative history/post-nuclear timeline, but with the addition of a 'toy'-line to go with it. Interesting idea.

Acid Rain was created by graphic designer Kit Lau. He decided he wanted to make his own story which led to him making figures later on. I own several of these figures. They have a great amount of detail, articulation and accessories for a 3.75" figure. They have been worth every penny so far. I have included a link to the website with the Acid Rain world backstory. They look somewhat similar to a model kit line, which I can't recall the name of at the moment, that has a sort of futuristic WW2 German vibe with mech suits and things.
