Actually, mostly every software does that.

Did you take a look at the PEPAKURA sticky thread? There are a few suggestions for free software in there.

But be warned, it´s not a one-click-solution

There are programs can can convert photographs to 3D images, I can't remember the names of these programs, but they are pricey and not easy to find or use, you need some specific photographs to make it work properly...
If you google it hard enogh you'll find some info about them

artcam can do it.. not perfect but if you have an model image from several sides you can put them together

The process is called Photogrammetry (Wikipedia entry).

Photomodeler, Autodesk Imagemodeler, Google Sketchup, all have the capability you want. It can be done with other software, though these are more designed for it.
