MT, the last one you posted is obviously of parts from a truck kit's wheels (or a military vehicle, depending on actual size... or not!) Unusual method of mating with the outer rim as it is more typical to have the hub detail molded with the outer part, not the inner "half". With luck, a automotive kit guru can pick it out. Any measure of the actual size?

The second item appears to be a simplified 'gun ring mount' such as off a WWI two-seater or off the roof of a AFV, perhaps a 1/72 scale kit.

Sorry I have nothing more to offer, perhaps it will 'trigger' something for another.

No wait - those were molded integral with the tires I believe...
