1939 batman cowl

I’m thinking about making a batman first appearance costume based off of the 1939 detective comics 27 book. Does anyone have any advice on how to go about this? I’m considering foam or fabric but feel like the ears won’t stay up with fabric so maybe a mix of both

You can make the ears out of fabric, but make stiff foam pieces to stick inside to give it structure.
