Here's a crop of a high res I took of the real coat at FIDM. It's definitely not a jacquard silk, it's like stranded silk or synthetic cords loosely woven onto a canvas. Also a great look at the beautiful shell button.
Are there really zero people interested in a proper reweave of the overcoat fabric? £60/m is not cheap but nobody will need to put all that money up front, it'll be pieced out over several months.

This is probably the best route to go. Just use the regular button hole stitch on your machine, stitch buttonholes where you want the holes to be, cut them open, voila. Should be fairly stable.
