I had a feeling it was inspired by that design but not an actual military issued one. Possibly custom-made for the show.

Re: Show your Dr. Who props! I recently purchased the Donald Duck Lumar Yo-Yo. So I now have both the season 12 Yo-Yos.. ...I have some spare Yo-Yo strings, so I replaced the old with new ones and they work wonderfully.

It definitely looks like a navy blue officer greatcoat, possibly Royal Air Force, or maybe Royal Navy.
