This is what I did for Hallowe'en, and I wore it to the X-Men movie (with more rudimentary makeup). I couldn't do the contacts cuz they don't come in my prescription. Buckles are from my local Joann's fabric store. Made from two thrift store jackets. Lots of beads, brads, fishing lure spoons...
Two jackets became one, beading details applied as separate pieces. Hair and makeup were about a 5 minute job before we left for the movie (so I know I can do better). One of the most comfortable costumes I've made. Didn't get around to the energy bolts, or the bracers on the forearms.

Bolts: Found some Pebeo brand casting resin at my local art supply. Thinking of casting that with the LEDs, but I thought you might like this photo - the first I've seen of the movie version bolts.
Adult Hooded Zipper Tank Leotard - Style Number: N7087 Check this out in green. Nice, easy start. Not trying to sell you on it, but it's a good reference photo.
I was thinking casting a plaster form, then silicone with either LED lights or simple light sticks inside. On the quiver, what they call horsehair braid or boning from the fabric shop can give it nice support.
