Good, Bad and the ugly poncho?

A friend of mine wants to do this outfit for Halloween, does anyone have any cheap ideas for the poncho or any details about the rest of the outfit? I know basically what it all looks like, but any help would be greatly appreciated.

if your friend just wants a nice poncho for halloween he can get some green fabric and make the poncho pretty easily, then do like I did last year and make the white patteren with white duct tape. It sticks nice is easy to keep consistant and looks awesome from anything more than a foot away especially in low light.
