A Random Question about Movie Rentals and Second Run Theaters

How does one aquire the licenses to rent movies in a video store and run movies in a second run style movie theater? I've been googling but the answers are just... Well obviously wrong. Obviously in the "Whatever you do with what you own is your right!" wrong.
