I'm pretty sure it's a resin cast, and from the looks of it (and the pics as a whole) and the $45 price mentioned, I'm leaning towards it being a Wilco kit. But I don't know anything, so...

Resin maybe cheaper, but I'm going to be very happy w/ my Denix LeMat and Sidewinder conversion!!
Gotta love the heft of it, and when you're trooping around a con with it, you don't have to worry about accidental damage to it...
But, cost is a factor, that's for sure!
The lanyard and trigger guard are off, but for that price I'd say it makes a great convention accessory.
Yeah, those two were the only real obvious things to me, and they seem easy enough to fix...
