I recently got these off of eBay, something I've been wanting a while now. I actually have a Photon Collector that I made a while back that I like better than this one, but the lights are pretty cool. Both pieces are Marco props but I think they are pretty neat.

They are from Marco Enterprises. I found them on eBay last week, and am glad I did.
I assume the "ME" does stand for Marco Enterprises.
You should be able to see how they lock in the first pic if you look closely enough: a latch and a swivel hook.

Yes, the cuffs are seen when McCoy and Kirk are arrested for the assissination on the Klingon ship (after beaming over to try and help).
