The colour scheme reminds me of a SNES "Super Scope 6", but there's a few features that would do away with that theory. Maybe a knock-off Super Scope 6?
Drafting Tube. Trying to locate the model but I believe it's an expandable drawing tube. Not sure what the handle is.
The scope looks like a monocular, or a range finder, or maybe even one of those things golfers use to see how far they hit their ball...
I could be way off, but the grip looks like the thing on one of those spray paint can attachments, that you clip to the top so you can spray it with a hand grip and triggar... or maybe not, but that was the first thing that popped into my mind.
I think the black part of the grip is possibly a folding camera flash bracket / handle.

It appears to be upside down on the launcher, the hooked piece at the bottom reminds me of a microphone bracket.

Looks like one of those toys where you load foam or soft plastic balls into it and pump it back and the arir pressure pops the ball out!
The new auction thing has it as a heavy duty tripod.
