I need to figure out a good way to create a temp tattoo like this

    and this

I have thought about trying to make a stencil for an airbrush, or maybe a temp tattoo...

It has to be something that can be applied in a reasonable amount of time...and that is durable. Suggestions or ideas?

    Try ReelCreations.com
They MAY be able to make you a custom tat. Not sure how much a custom would be but they do them all the time.

Go to a tattoo shop and see if they will do a stencil for you. Then you apply it and trace. just make sure that you let them know what it is for, most won't make it if they think you are going somewhere else to do it.

    Reel Creations +1.

I've used their products for two years and they are great. Even used them for my eyes in batman costumes so it doesn't come off.

Hit it with the aqua sealer, and it's tough to even rub the tattoo off. Mind you it only lasts for a day or so.

Just a quick FYI for Reel Creations. They did the tattoos for Waterworld, Cape Fear and the Darth Maul makeup. Longest I've ever worn the Maul makeup was 3 and a half days with only minor touch up to give you an idea of how great this stuff really is.
