Is there any damage to the plasti dip that's already there or is it still smooth?
If there's no damage and it's smooth, then I'd just spray it again.
If you need to remove it, get some mineral spirits and a clean rag.
Start rubbing the plasti until the rag gets goopy then throw it away and get another clean one.
Wash, rinse, repeat.

If you try and peel, you'll end up having to pull it all and start over from jump. Peeling always ends up leaving a noticeable "dent" because the spray never builds up evenly. I'd go with the mineral spirits...that's about the only real way to work that stuff down and not create a ridge.
Yeah, if the surface isn't peeling or damaged in any way to begin with, then go right ahead and spray over it. But do use the mineral spirits anyway on the existing Plasti-Dip that's there, to not only give a smoother surface than what was there before, but to also clean any oils and dirt that might inhibit a good bond for the new coat.
Plasti-Dip is one of the most forgiving products around.
Just don't rub too hard with the mineral spirits. Just buff the entire surface to smooth it all out, let it dry on it's own and then spray a new coat.
If you spray between 6 and 10 inches away from the surface (moving quickly), then you'll give a smooth/shiny coat to it.
But if you spray from 10" or more away from the surface, then you'll give it a rougher surface, and leave a flatter/duller tone to it.
