at the very back of the helmet looks to be some sort of thick ribbed fabric. This does not look to be incorporated into the actual helmet, but some sort of neck seal.

My guess is that it's a dull PVC quilted over foam rubber, but I'd need to see a closer shot.

I'm not seeing any stitches, so i'm starting to think it's molded gray urethane rubber.
More like a half collar that's glued to the bottom rear of the helmet. Looks to be a very simple sculpted addition to fill out the back of the helmet and still leave some flexibility.
