I have a beautiful white clone belt made out of white rubber. Problem is..I might have to make it brown. Is there any type of paint that could do this? without breaking, flaking, chipping etc when bending the belt.

Why not dye it instead? An application of leather dye or liquid shoe polish should do the trick.

I've heard some costume/make-up artists have used a flexible paint called Psycho Paint on their silicone and rubber-based creations. Here's a link to check it out: Psycho Paint
Latex-based paints are also very flexible and durable.
There are some automotive products that are used for "dyeing" plastic parts, including vinyl car seats. You might want to check with the local auto parts place as to what might work. Just make sure you test on a hidden part of the belt first.
