1/24 Viper Mk II build question.

I'm in the process of building one of Moe & Franks Viper Mk II.
The question I have concerns the red clear pieces on the wing tips.
Are these clear red pieces lit and if so are they on continuously or blinking or strobing?

I worked on the SFX team for new Galactica series while it was being done here in the states and I remember them being lit all the time. That's how I did mine.
